It is your latency, i garentee you it has nothing to do with UO. Make sure all drivers are updated, even the slightest driver like a sound card not being updated can mess with UO bigtime since it is such an old game. After that Make sure everything is installed corectly and make sure you have a good connection and it should run fine.

Jhal, If you have any questions about UO or computers in general, I am your man. Try to ping the server ping in-x.org and find your avg ping. If 150-200 you will get random spikes while running in an open area. Razor is a bit laggy at times and I would recommend using injection most of the time and to use Razor for macroing only. You might want to try another compatible client version for Razor to see if that helps. The problem that you have happens to me as well and I think it is due to the server side latency.
