right click the install file, properties, compatibility tab, check the box and run as windows xp

Run as admin might be something too. If i remember it right, it also takes quite some time before the install file pops up, think it might have took me like 5-10 mins (was a while ago since I installed though).

I just redownloaded the file and now it works lol.
