Few things that came to mind:
1. The ingots required should be of equal use for other things. - If you make it daemon, reactive, saph. You will never see daemon ingots used. You will never see saph used. Majority will make the weps out of reactive and save the other ingots, especially daemon which has other uses.
2. IN custom weps should be vanq level. Other craftable weps should be lower than this. - IN weps require training MULTIPLE skills which have been made extra DIFFICULT to train and requiring hard to find custom LOOT. I'm not 100% sure about RATES to craft but if I remember right if you've accomplished all of the above, you still fail often. Did I mention you need to finish a RECIPE quest to be able to actually craft it. That's FIVE mechanisms used to increase the difficulty of getting custom weapons. I think at least two should be made easier. Require fewer GM craft skills. And if someone has gone through the trouble of hunting down all the ingredients, they should succeed most of the time having trained so hard before even getting the ingredients. You can't change the difficulty of training the skills. You could change the ingredients required and that might be a better option than success rate. And recipe quests are a great addition I would hate to see lessened.
3. Making everything dye-able - Part of the coolness of having custom IN weapons was that they were colored nice colors and you stood out when using one. With dye-able leather and everyone having dye tub collections of rare colors, the sexyness of a custom weapon is somewhat diminished. I don't personally like the idea of being able to color weapons with ingots, UNLESS the ingots used were common colors like valorite, verite, gold, shadow, etc. Then I think this would be really wonderful.
