An inactive player returning is the same as a new player returning (minus a few hundred hours of macro time). I guess that means you don't want any new players either Papa Smurf...
I don't see why it should be any different... a house is a house. Just because you payed more doesn't mean it should last longer. If the amount you pay determines how long your house stays for, then what, a 1 room house (30k) decays in 10 days, a tower (100k) decays in 30 days, the large tower (300k) decays in 90 days, a custom house worth 1 million decays in 300 days and a static worth 10 million decays in 3000 days? That's just stupid...
And like you said, there's no problems to find a spot for a house now so this idea really shouldn't be implemented. What's next, new players get 200k for every year the shard has been up and they haven't played? Because that's how this suggestion is looking; taking something away from players who have been here longer.
Not to mention that some houses look very cool the way they're designed or decorated and when a new player passes by it they will think "Cool! I want that item! I wonder how I get it"
