It wouldn't have to be a message of the day in the sense you get one every day, just a one time gump when there are important updates added.
For example the updates were made yesterday, everyone who logs in 30 seconds after it would get the message showing the updates, then if they log off and back in 30 minutes later or today they wouldn't get it again since they already know about it. But if someone doesn't log in for 2 days after the update, they would get it then just the one time.
Message boards would be cool to add. If I remember right, the problem with them (at least on XUO) was that nobody could ever figure out how to get the messages to stay on it for a certain amount of time...
NPC could work too except you have to go to it and it's not as 'in your face' about it all. Say there's a drastic change like Vesper becomes a red town for a month as part of a RP story, well if I go to Vesper and get attacked by Madman and he doesn't get killed when I yell guards, it won't be the staff's fault because I had the gump warning me about the change and I had the choice to read it or just ignore it and close it.
If the staff is concerned that someone might not understand the updates because their English isn't that good, I'm sure Muto and Tiesto could do a translation and it wouldn't take much time since it's just once a week and I'd be willing to do it for any french people who don't have very good english (although I don't think there are many). Gang-bang or someone else could probably do it for the Russian players too.
