Every shard has its own specialty, traits, or concepts they promote and work on. In some of those shards, skill gain isn't as important. Playability is.

What matters the most is how people are entertained, or how they are entertaining themselves. What type of events are popular, are there events for people who dont have gm everything so they can actually have fun without having to macro first. Do they have some popular quests or dungeons?
