Well, the NPC is added. He'll give you the quest, then when you're done you can get bait for your pole from the same guy if you have your reward pole in your pack (not equipped or in the bank).

I'll probably end up adding another way to get bait down the road as well. I figure sea serps should maybe drop a couple pieces.

I can add some to the fishing contest quest also depending on the weight of the fish.

Oh, you can turn in "big fish" to "Fishing Contest Officials" placed at various docks around the world. If you catch a really big one, the official will identify the type of fish and mount it with your name on it for use as decoration.
