To get a newbied spell book you need to either fill it fully or get a "GM reward spell book", which you will receive when you get GM magery. If you had a spell book on XUO or INR you'll get that one with you too.

But only of you GM'd magery on XUO or INR. If you didn't then you won't have a full newbied spellbook.

create a mage - drop the spellbook on the ground and pick it up with your other character

you have to fill it up yourself tough.
