Do exceptional instruments impact barding skills?

Most servers have it where exceptional instruments increase your barding chance for provo/disco/peace.

Can anyone confirm or deny this for IN? I have asked around a bit but can't seem to get a solid answer.

Bushido told me the same, yet it seems like i can provoke easier with an exceptional ocarina...
Maybe its just psychological...
