Vulcan made that on INX, I think. There are hints to open it. (it's like a combination lock)

Funny story, part of the clue is in that screen shot.

I think its broken.

Just tested it and it works. You put in the combination, then you double-click the stone at the front. If it's the right combo, then the gate will open.
