Also, since vote times were brought up, i'm not sure about that 6-8 hour figure. In fact, somebody told me you can only vote on the top200 every 40 hours, and if you try to vote more often it'll reset that time limit.

Anybody an authority on this?

The vote script will keep track of how often you can vote. You could pretty much try to vote once/hour to see if you were lucky (but it is obviously just a waste of time).

Right, but i heard there are penalties on some sites for trying to vote more than you can.
