I'd say start with stones in a few towns (SH, Brit, Trinsic?) not all of them. Appoint a mayor for the town to start. And then let players who join vote for a different mayor if they choose. More town stones can be added as necessary after that.

Ok but call it Kings or Queens. The title Mayor isn't prestigious at all
