Don't convert the scissors to target by type. Leave it so it has the hex code, that way it will use the specific set of scissors you double click when recording the macro since every item has a unique id. If you convert it to target by type Razor will use the first set of scissors it finds, which might be the ones on a table 10 tiles away giving you the too far message...
