Making public Houses in town markable. I mean its unguarded anyways and i dont think house in town can be set to private.
so my question is can we change it so we can mark inside public shop run by players?

Maybe if there are some good arguments as to why it should be change.
But imo it shouldn't change. If you have a static in a guarded area then it will most likely get visited more often (depending on where it is) but red players can't access it.
If you want red players to access the static then you have to put it in an unguarded area which is most likely to get visited less often, but everyone can access it.
I think it's good that you have to weigh the options and choose one or the other. But as I said, convince me otherwise

maybe make this in to a poll for ppl to vote on , since this will affect everyone with a shop in a guarded town.

I wouldn't mind letting people mark inside the houses provided the house is public and the doors are unlocked. Also, if the house is changed to private later, the region should block recall normally.
That way it's like recalling to a shop, but you can't exploit it by marking in a public house, changing to private and having a safe recall into your house.
Also, if there's a locked door in the house, I don't think the rune should be able to be marked inside it.
What might also be possible is selling telepads in the vendor mall to a public shop so that there isn't recalling involved and you can check multiple private shops from one hub.
