sorry sir, but deleted = gone.
i mean you can always try to log in since you aren't sure if you deleted it. but if its not there, then theres no way to get it back

only cap will be 100 per skill.
only way to get past that is to use the different levels of accurate weps which increase your tactics by a max of 25
