Ye, it makes things alot more interesting for people who cannot afford to grab a boat and search around the world. My suggestion would be to keep your prized runes in your bank and keep only a rune back to town on you at all times that way the only rune that will get looted if by any chance you get pk'd will be your town rune which is worthless. Its not a very big deal to have or not have runes on you, i see it as a fair compremise and it helps the economy as a whole.
