How IN can get its groove back

some of these things will not be popular. But one of the things needed to grow the player base is the feeling that there is something interesting going on. If the GM's don't make a radical change the player base is going to hover around 25-35 players. You need the trend to start moving up and it will bring more players.

I noticed that there are no guards in East Britain. This is very interesting and would provide some interesting conflict between players. However, it is not being used at all. Players do not go to East Brit. Reds do not go to east Brit. The reason is, there are safe zones to bank in. So i would do the following:

get rid of the casino. nuke it. It's a care bear safe zone. Red players just afk and idle there and also do their banking there. If getting rid of the casino is a no go then at least remove the bank box.

have elections (or appointments) with West and East Britain with an Order player running for West Brit and Chaos for East Brit. Each ruler would get a title attached to their name. It could be King or Overlord or Warlord etc. Not mayor though. That sounds puny.

now you have the city divided between order and chaos and guarded and unguarded. Then you can allow chaos players to purchase static buildings in east brit.

what this will do is create a lot of action in the capitol city with the city divided between good and evil. When a new player signs on he sees the conflict and sees there is a lot of interesting things going on here. After two weeks of this even that floating turd sm0ke will be wishing he still played here.
