Says that we not authorized to use the private message system. Do we have to post a certain amount of times before it allows us to or ?

I didn't set it up to block PMs, but it sounds like something that PHPBB would do. It's probably to block bots from making an account, then sending advertisements to everyone. Try posting replies here till it lets you send PMs.
