Is it stuck broadcasting? I may just disable that quest. It somehow manages to break constantly even after working fine for ages.

The mobs at the shrines spawn and once they're defeated Sin does appear. Once Sin is defeated the message continues to broadcast and the guard stays in place. It cycles between the "cleanse the taint" to "the whatever whatever has shown himself."

Also, no chest spawn. lawl
