yes you can cast while moving, and yes they just changed the pvp to start created fizzles when damaged. Third as far as i know you must have some magery skill to have a chance in battle or be excelled with using explosion pots. Fourth i am in the central time zone and usually quite a few players on. The excact details for scrolls vs casting are on the forums as well.
