I think order needs over a certain number of people in it before it becomes more worthwhile joining it (working on the assumption that you only attack chaos). Once you have 5-6 order guilds you now are more likely to have allies who aren't going to attack you just hanging around. Strength in numbers kinda thing. Balancing out chaos who kill and take anything, who always have to be watching their backs.
