Maybe have some differences between world PvP and arena/tourny PvP? No minor tweak or change is going to help world PvP. It would have to be some things somewhat drastic. Not saying switching to fizzle PvP, but something. Possibly something like making G manas give you 2x the amount of mana they do in arenas or make greater heal fizzleable or take longer to cast.
edit- forget my ideas I like Vys and his 47 HP FS idea.
mana isn't the issue, what the issue is when you fizzle a spell you lose the mana or los the spell you still lose the mana for it that's what the problem is.. But yeah like you said and i've also said it in previous posts it's nearly impossible to kill people here who know how to simply run away and cast greater heal one or two times
