Hmm, does it say Patcer.exe instead of Patcher.exe in the error or was that a typo? I'm not able to replicate this with the currrent version of the patcher here: http://in-uo.net/patcher/IN%20Patcher.exe
Maybe try downloading that one and overwrite the old one.
