Of course people don't want to go to an exterior vendor mall, more often than not they'll be killed.

If you go red you don't get access to guarded towns. That's the downside to killing players whenever you see them. If you want ease of access to the vendor mall in guardzones dont do it.

You can't have everything.

Also, people leave town all the time, just cos you can't find them doesn't mean they aren't...
