this proposed guild doesn't have to have a King or Queen. I was just suggesting so for RP reasons. If a bunch of players did want to create their own city it would have to have some sovereign authority. Considering your scenario, if the King or Queen buggers off and can't be found, then what would happen? I think this scenario would bring exciting RP story-lines with individuals politicking for the crown. Not to mention you could already have heirs to the throne in your guild story-line with Princes and Princess's etc.
i think your fears are much more relevant towards guild masters than they are to RP roles like Kings or Queens. If the guild master buggers off then you're pretty screwed. He or she controls the stone. What do you do? If the King buggers off it's easy to RP. The King was killed hunting a dragon, or had a heart attack, or was killed by an assassin, or choked on a ham etc etc.
