I disagree that someone being Queen or King puts them on a pedestal over other characters. RP is really no different than acting. So whoever is playing the part of Queen is acting the part. It's no different than a movie or a production of Shakespeare. Someone has to play King Henry V, that doesn't mean the other parts are not important or that the actor playing King Henry V belongs on a pedestal. If we stay true to the idea of RP then our characters are not extensions of our identities, they are just parts we play in this fictional setting.
If there is a King or Queen that acts tyrannical then there would certainly be a revolt among the members of the guild. The power though lies in the Council and in essence the Queen or King is just an RP device, and a character that has an RP role to play in the guild narrative but not a character that can tell other members what to do.
