It worked like this in Sphere shards actually, it did on IN1 anyway. You can stealth while mounted as well.
If we changed this it would mean you could basically walk as far as you want to stealthed which will make certain quests a lot easier, make it much easier to kill someone when you can just stealth into town, drink invis pot then cast a spell. Etc etc. I'm not sure it's a good idea.
Maybe we could allow you to stealth a bit longer when you are on foot and not wearing armor though.
