After inspection, they are GM placed, much like the runegate library would be.
They go to many more places than the moongate library would.
They are cheaper than the moongate library would be.
They are only accessible to blue players.
Maybe I should remake this poll to "Should we move the existing rune library to a place where it is accessible by all players or delete the existing runebooks?"

It's interesting to note that this moongate is nothing but a gump for easily browsing through multiple runebooks, then it charges you 50g instead of whatever 12g worth of reagents. Nothing more.
Oh wow, really? I thought they were player run (Which is to me, the distinction, I'll get to that in a sec). They used to be in one of the guard towers to brit castle, and I swear that was a static owned by a player, it had a brass sign which said this house is ageless I think. For some reason I was under the impression it was Soma's. Maybe I'm dreaming.
To me the distinction has always been player-run vs gm-run. UO to me is about a complete sandbox to do whatever you want. By adding the moongate to go everywhere in the casino you remove the chance for an aspiring player to try and create a compelling rune library, maybe putting a vendor in there too so the rune library is a draw for their player vendor.
I voted towns only, because a towns-only portal doesn't remove that possibility, and I can see the benefit to new players. We all love exploring but having a way to at least get to the major cities is complementary to exploring imo.
My discussion in the last couple of pages is trying to understand how having it be gm run instead of player run will change things and promote people going to Occlo etc. Something that seems to be coming up a lot and I don't get it.
Knowing that the existing thing is gm placed, either remove it entirely or make it available to blues and reds. Actually knowing that that rune library is gm placed, I'm personally in favour of removing it entirely and only having the proposed system to gate to towns, maybe not even in a safe zone /shrug. Then again that's just moongates as they are anyway haha.
EDIT: By GM-Run I mean having it be a shard feature, with special gumps, existing in a safe zone, etc.
