Here's the thing, where are you gonna place an auction stone ingame so that guaranteed everyone sees it? You can't put it by the bank in a blue/red town since reds can't go to blue towns, and a lot of blues try to avoid red towns. You can't put it in front of the house because someone might not walk by it every time they play, but maybe they have thought of buying it and just haven't asked since they just need a little bit more money to buy it. You could put it in the pits but not everyone goes there, and some people only go there to go to another city instead of recalling. People don't always stop and examine every square of the pits to see what's happening.
Doing an auction on the forums where you can place bid for a bit more then you actually have gives you a chance to get that little bit extra cash to buy the house if you end up with the winning bid. If you bid more then you have then it's pretty simple, the next highest person gets it or the bidding goes on for another x number of hours.
How are you going to guarantee that someone logs in to check if an auction is going on? If you are at school I doubt that you have UO installed on the computers in the library or labs, or maybe it's not installed on your laptop, or maybe you don't own a laptop. It's much easier for someone to check the forums for a bid then to check ingame since a website is far more accessible then a game.
