My only problem with statics vs regular houses is the following:
Early on in the life of the shard, a few players get rich from their hard work and decide to buy up 5 statics, but only really use 1. Since all 5 houses this person owns though are statics, they don't have to be refreshed and 3 or 4 of them go unused for all of time.
A little later on in the life of the shard, when some players get rich from their hard work, there won't be any nice statics left since people are allowed to buy an unlimited amount of them. So these players that join later on in the shard have to make regular houses, but only 2 of them won't decay.
Now you could tell me well it's the persons fault for not joining the shard the day it opened, and you're right, but at the same time you still need to be able to offer people a reason to work hard and accumulate money. You can't do that when something major like a nice static house is no longer available.
This is why I think it would be more fair to tell everyone you're only allowed 1-2 statics, which won't decay, and if you feel you need more houses then that make them regular ones out in the world, which can decay, since you already have 2 houses. Players who currently own more then 2 statics would be told to pick which 2 they want to keep and reimbursed for the others.
As for houses decaying, I think all objects in the house should be banked and the owner re-imbursed for the value of the house. It's like the player went bankrupt and is selling off all his possessions to pay off his debts. Yes, you do have the problem of who owns what, but if players are honest they'll return their friends stuff. If they're not, well it's your fault for putting your stuff in the house of someone you don't know very well, and they could have blocked you from the house at any point anyways. And the house does refresh whenever someone goes in so if the person of the house hasn't logged in to refresh it but you have, it won't decay. If all the people who own a house don't bother to log in that's their fault.
