Ah, so you're saying that the shroud is motivating people to want to be in Vampire and then when they aren't permitted in they get angry? It's true that The Ministry doesn't have an RP item "worth" joining for, but we've got a LOT of other intrigue. People want to join The Ministry and I always have to tell people either to wait and improve or that they're not getting in Wink.
