basically u need to figure out 2 neighbour hops, one with low ping other with high. Then with services like getip.com or other figure out where are they located and ISPs names. Then you need to compose a message to the support and attach tracert. Dunno if it will work for every single person, but when i played WOW, and exprienced hard lags (300ms+ with loss 5%) on server which was located in Dusseldorf (where i should have had like 40-50ms ping) it really helped.
Dont forget that if u live in Australia or US u wont have better then 170ms. Asia (KOR, China, etc) ppl prolly wont have better then 200ms - this is due to the fact that their traffic doesnt go through Russia which is the shortest way, but goes around, sometimes even through US :-)
