Actually, that was a rule, but a developer (GM+) changed it to allow statics to be purchased within guards and kept private.

Wow that's interesting... if I had of known that maybe I'd have saved more money to buy a static in a guarded area. But that probably costs more and I read somewhere else all the nice guarded statics are gone.
