Delirium Tremens is a thief. He comes asks me for a pickaxe, so I go out of minoc mine to give him one and I get the message he is trying to steal from me. Nice trick but kinda lame Sad

So this is just a warning that Delirium just wants to rob you so if you talk to him go in a guarded area and be ready to call guards if you can't pk him yourself.
