you're allowed to kill people in blue towns it's what makes UO, UO. any shard you go to you'll see someone dieing in a blue town or people getting upset because they've died overnight. Simple buy a house and you're problems fixed. You can't make the guards instantly or make them even better just because eightyswords just died in town..
