It's not a lack of staff as much as a lack of dedicated developers.
For the time being, we simply don't have the time or energy to work on this enough to ensure that if the shard does go back up it will be maintained.
You have to understand that for a lot of developers in the RunUO community, UO itself got boring years ago. Now that we're burned out on developing shards, there isn't much more we can do with this game.
