a lot of the PVP is set up for a 1v1 or 2v2 battle, since tourneys are a big part of the server. But I'll agree that the PVE portion is a little wierd. I walked out of britain and there's orcs, trolls, gazers, dire wolves and reapers all sitting around the same spot just as happy as clams. I think they were roasting marshmallows togeather. 
And I noticed the same problem with hit rate. I'm 63 swords, 55 tactics (or round'about) and I hardly every hit anything.
And I hear I'm not supposed to make a second account to spar with myself to raise skill. >_<
