Option 1 (Easy): Alt+Enter twice to full-screen and restore it. Window needs to be selected

Option 2 (Pro): On Win 7, mouse over the UO program in the tool bar, it will pop up to show the little window preview thing. On the window preview, right-click and select "Move." After you do that, press any of the arrow keys and the title bar will be stuck to your mouse pointer and you can move it wherever you'd like.
