The way I remember UO was that grays could walk around town, but vendors wouldn't sell/buy, bankers let you access your bank, but not willingly, and the guards didnt just "pop up" when a gray crosses the town line, someone had to CALL the guards on you.
I would like to see this again, you would be able to enter town at your own risk, and if you were sneaky enough you could sneak into the bank un-noticed, and bank stuff if need be, before someone called the guards on you.
