I love this idea. It is realistic, it brings roleplay, and trust, me I played on shards that were like that, and it didn't screw anything.
In the middle of the city people would still die, murderers had no chance to get to Brit bank per example.
To kill anyone on Brit bank was possible with uber mega gank, but they all would be dead, because they couldn't run in time to out of guard zone.
This will improve the frontier wars.. People that use and abuse the guards safety to try to kill some criminal outside, and when things go wrong just run inside.
This way the PK could risc chasing the coward a bit inside the city just to try to finish him off

Anyway, prolly there are other priorities, but I just wanted to say I love this idea because it is one of the features I always loved on other shards
