I'm new to this particular shard but played on INR, several other free shards and had played UO for several years on Catskills. Catskills had a popular free town called Kinship (I think that's right). Was all player placed housing, was self-policed, and was a great time. Sure PKs came running around, but there were player hired guards and very good RP PvPers. There were jerks sure, but the best way to deal with them and facilitate a fun shard is to interact. Not hide.
Having a town created by GMs with specific access, in my opinion, is a poor idea. Like many have said, generally a bad idea to split up the population in any way. I say just let the shard take care of itself. If RPers want there own area, we'll, they'll go find some land somewhere and buy it. It'd be fun of after so many buildings were in an area it could be an "outpost" and that group could purchase roads, lamps, corpses, coffins, etc (or whatever deco).. but it shouldn't be restricted.
Just my thoughts.
