I was looking at the smiths hammer and RunUO doesn't see it as a weapon at all. It has none of the weapon stats and is counted as a tool instead, so even though you're holding it, you're still punching people.

I added some practice weapons to the table in the Mercenary camp by the blacksmith. (Double-click one to bring up the purchase gump)
They are the fastest way to train combat skills since they're all about as fast as a dagger.
