that way no teleporting to GA is needed. sure it might not be an easy solution but then again.. we should not go for the easy solutions
or like this:
1. you buy a custom house deed!
2. this deed allows you to create a custom house but never to commit it.
3. a gm can use this deed after a player have built a house with it. to see how it looked like and then a staff will be able to commit it.
pros with this idea is that you can let other people use this deed to see how your house will look like before a staff accepts the house. and then you will also be able to sell your"" house designs to other people with these special deeds. and the payment will occour when the gm commit the house.
also not an easy solution, but somthimes it helps to look ooutside the box =)
Problem with both of these however will still be empty house lots. Which is and always has been my main issue regarding custom houses.
On the normal system you buy a lot, then use the house design tool while on your lot and create your house that no one else can see. When done you commit your changes and the gold is taken from your bank.
If this could be changed so that players will be able to use a fixed lot placed in a city to design their house then your ideas are very good. And the GM approval could perhaps be replaced by real estate agents. Those agents would also be the only ones who could edit already fixed houses. Would let GM's handle more important stuff than houses
