XUO had a young population, i would say half of it was under 15 or 16. at this age people just want to be known as the best pvper or richest guy. they don't care about player decided rules or if people will think they are jerks. all they care about is being known as the best...

We had the same problem with language barriers from time to time on IN and a good portion of the community was younger but the age range was balanced enough to keep things more interesting than constant pvp/loot whoring contests. Most PvP stemmed from guild rivalries which usually came along w/ some dramatized politics in the middle.
