so the server is in a bit of a lull. It's to be expected considering UO is an old game and the habits of todays UO player are much different. I'll be honest...i'm a pretty fickle UO player these days. I came back for nostalgia and played for a month or two and then stopped. But i get the UO bug every now and then. It's like a kebab. You can't eat them all the time but sometimes nothing else will do.
here are just some suggestions that might or might not help turn the trend around and push the #'s up.
-remove guards from Britain and make Minoc the starting city and the only city with a portal to merc camp. The theory is activity feeds off activity and vice versa. With a smaller city players would come in contact with each other more. Having Britain unguarded would also encourage players to roam the streets looking for PvP encounters. If any of you old timers remember when IN1 had Britain unguarded it was a lot of fun and and an anarchic feel to it.
- pick two cities and have elections. Players that win the election would get the title King or Queen attached to their name. This adds a bit of RP. The ruler of each city would have the power to exile players from the city but this could not be abused.
- weekend skill gain boosts all summer. I'll be honest when i asked myself what i was going to do this summer playing UO wasn't high on the list. During the weekends this summer i fancy myself hanging out at the beach, doing lots of reading etc etc. I think most people who play UO now aren't hardcore. So i would suggest that skill gain be faster every weekend during the summer.

Its nice to see ya trying to give ideas to flip everything up ill throw some in here aswel:
The Starting Point for New Players may should be a small area with a path to the skill stone, Also with the rules/basic information and some tips!
I used to play a server called Necrom Xenoth, and the owner (MY Uncle) scripted where Vesper had a way for murderers to take over the town. Blue had to have tinkering to repair the gate(Static Added) by the bridge to give the guards back through the town.
+++to the weekend Skill gain boosts+++
In Events add it where if you win you can get Fame/Karma for a prize along with whatever else.
(A Server wars) - Its healthy to have a restart for the server, and maybe for about 20 minutes before the restart a server wars is on with pre ouncing warnings towns will be unsafe for this time being a server wars will begin.
Quest Characters<(They are murderous characters with a boost of Strength not easy to kill, Played by one of the staff, Also does not loot a player they kill and cannot help players)Example loot would be (100k) Best {WEAPON TYPE} Vanq, Invul Armor, IN Nickels, and whatever else...
Allowing more than one Acc per person, and multi clienting would be nice, except for in events.. this would be nice for RPers Aswel..
Ill think of more while working!!

The problem with more maps on a low population server is that they spread out the playerbase. No bueno

The problem with the current maps is most people have likely been everywhere. If your Ultima Online experience mostly consists of IN then you've likely only experienced Britannia/T2A. More maps would mean more areas to explore, more dungeons, more places to spawn unique mounts and recipe quests.
The playerbase is already spread out. Most people either stay at home and macro, mine, train at the mercenary camp, or hang out at Britain bank.
At any given time there are usually only 1-5 people at the bank.
If your only argument against more maps is that it will spread out players then your argument is weak.

this i agree with.
one thing I've noticed lately is that when reds want some action they go to Britain bridge. But IMO the PvP that happens at the bridge is often the worst kind with wall of stone spamming and people running behind guard line.
I think the GM's should consider a storyline where Britain comes under the influence of evil forces and the guards leave. Let the city of Britain be where the PvP happens. Lets see which guilds are able to gain "authority" over it.
Minoc then becomes that safe haven of a city. It's small enough where it could create a good community of players.

Everyone already goes to brit for pvp but better maps and more dungeons to explore is bad?

its not bad to get to explore just, that with a low population, people want a better chance at finding someone example pvp.

its not that its bad but its too much work for the staff. Its just not needed. What you're asking is major work.

Have you seen the number of names on the staff list?

Agreed with Nasir. Everyone who wants to PvP(!) goes to Britain indeed, but what about those who doesn't want? The encounter with PK shouldn't happen only when you want it. The PvP interests our community the least, all what PvPers lately do is AFKing in casino. I've seen Muhhamad wear full daemon steel+vanq bard and ride a 125 nickel dragon , then go to bridge and announce what he wears in main chat just to get people there. Nobody came... ;p Not to mention that even when we were peaking, I barely could motivate anyone to go fight for loot even if I'd add ~2-3 rare rides which were dropped on the floor at loot arena. Right now situation is much worse.
So PKing is necessary, or every single PvPer will simply leave. And well, searching for people in felucca is already tough, and the region argument isn't really an argument to be honest. Have you seen what regions it actually shows? If you're in dungeon it will be shown as "Dungeon" and if you're in town, the city name would be shown. Rest of regions will be displayed as " - ". So practically, if you're neutral\guildless you're safe anywhere outside of unguarded town. How often you go these? And with most of dungeons having mark disabled a PK will spend a hour while trying to find where exactly the guy is hunting, and the guy will most likely finish his bussines in that dungeon within next ~10mins.
Unguarding Britain sounds great to me though.
