Value and Real value skill difference?

Hi guys, I saw that while macroing few skill retain a certain difference between the value shown in skill gain and "the real value",what's the difference in the skill use? eg. Magery chance of spell fizzle, i have a gap in magery values of 5.6 points :eek:

Real is the base from 0-100, but sometimes having a high stat can give the skill a boost. For example, lots of INT can cause you to have a bit of bonus magery.

It's most effective at low levels and by the time you get to 90.0 real, you're probably only getting like .1 bonus skill.

I have noticed the value affects on crafting items.. you dont need the real value to start crafting a certain item, only the value!
