I'm not sure if tracking range while on land is the same as on sea .. But if its the same, can the range for tracking on sea be wider ..

Why should it be easier to track on sea than on land?
Imo it should be harder to track on the sea since there's no tracks in the water

How about if you script a Sonar that Tinkerers can double-click and target the tillerman, then anyone in the boat's tracking increases by 30 tiles, plus the tillerman will say what he detects.
"Sea Serpent to the west!"
"Kraken to the North!"
"PIRATES to the East!!!"
