I agree.
One of my passions as a developer is to think of "usefull" things to do with skills that people normally do not use. I belive that with time, every skill will be worth GMing on INX, we just have to get through the opening.
Up until now it has been about recreating something, which in our case is Sphere, and that is A LOT of work. As soon as we have added the tweaks and come out beta, I believe that you will see rapid development of new ideas that will improve everyones game play.

Don't put everyone from XUO in one box, everyone plays the game differently and enjoys different things. Even if most players from XUO enjoyed PvP and fighting, most of them enjoyed it through different means. The shard wasn't restricted in such a way so that people had to PvP, there were enough people that enjoyed different things.
Pande, for example, enjoyed collecting items. Hate likes to talk and befriend people. I enjoy walling and paralyzing. Tiesto likes to host tours. Johab liked to hunt for treasures. "Fighting" comes in many forms.
UO, like many said, is different for different people. I would like to think that UO is about doing what ever you want to do, and having the wide viraity of options, is what makes people play a 10(or so) year old game.
Personally I would never use this features, but I do think that it is cool, and I think that we should implement this if it doesn't require any client modification.
