Why don't you save a backup and put a test shard up, why have to have everything exactly perfect before you put it up?
It might actually help you develop a little bit easier if everyone gives you feedback

Well, we tried having the server up for a while so people could help out by finding bugs. But while the server was open (for about 2 weeks) we only got a few bugreports from players, most people PvPed and screwed around.

I also want all the bugs fixed before we open again, plus the fact that we need to finish account transfers. I don't want to make the same mistake that we did with IN:R, which was opening a server before it was ready.

Is a test server only for play when the server isn´t up...While you can work in the good server..

Alright i agree you guys need some more time, but can you give me a slight indication how long this will take if you are working in the same speed as always: a week, 2, 3, a month, 2 months? Most important: will this server open this summer (june/july/august)

The problem is account transfers. Hopefully I can get Makaveli to help out with that, which means it will go pretty fast.
