Arjanichus was right! I reinstalled Mondai's Legacy and I did not patch it this time, and it worked for Windows Vista. However, I know for windows xp you can fully patch it and it will still work.
Seems that you have to find the way around on how to make IN-X work for Windows Vista. Only problem left is that Razor does not show the regs amount, etc, which is good for pvp. But I can finally play at least.

To have razor counters enabled, disable the desktop environment and have it run in winxp mode. No need to do so on the client, just razor.exe.
